Why Maturity Matters

Most organizations can’t tell if they’re doing well or poorly with AI. They have some projects running, some results, but no framework to assess:

  • Are we mature? Where are we on the journey?
  • What should we focus on next?
  • How do we compare to peers?
  • Are we making progress?

A maturity model provides answers.

AI Maturity Framework

Level 1: Ad Hoc

Characteristics:

  • No strategy; projects are reactive
  • One-off pilots; few deployed systems
  • Minimal governance; risk not managed
  • Teams work independently (no reuse)
  • Limited budgets; unclear ROI
  • Adoption driven by early enthusiasts

Example: “Someone had an idea to use AI for support, so we’re trying it”

Duration: 0-6 months for most organizations

Transition: Move to Foundational once you’ve learned from pilots

Level 2: Foundational

Characteristics:

  • Basic strategy emerging; clear use cases identified
  • 3-5 models in production
  • Governance framework in place (standards, approval process)
  • Some reuse of code/models
  • Budget allocated; ROI tracked
  • Training available

Duration: 6-18 months

Transition: Move to Scaling once infrastructure and governance proven

Level 3: Scaling

Characteristics:

  • Self-service tools available

Transition: Move to Optimizing once adoption is mature

Level 4: Optimizing

Characteristics:

  • AI integral to business strategy
  • 30+ models, continuous improvement
  • Sophisticated governance (risk-based, automated)
  • Self-service is norm; low friction adoption
  • Culture embraces AI (experimentation, learning)
  • Strong metrics showing business impact
  • Competitive advantage from AI

Duration: 36+ months (ongoing optimization)

Maturity Assessment Framework

Assess across six dimensions to determine level.

1. Strategy and Leadership

Level 1 (Ad Hoc):

  • No formal AI strategy
  • Leadership attention is episodic
  • Budget is discretionary

Level 2 (Foundational):

  • Basic AI strategy (1-2 pages)
